What is an NRSA?
The NRSA is a designation that the City of Wilmington must apply for from the Department of Housing and Urban Development (HUD).
What does an NRSA designation do?
It gives the local municipality (in this case the City of Wilmington) greater flexibility in how it spends CDBG funds for future projects that occur in NRSA designated census tracts. Flexibility is an important thing because it means the City doesn't have to follow as strict guidelines which can prevent some projects from being funded.
What do you mean "census tracts?"
Almost every part of the United States is broken up into different geographic areas that are used to collect data and understand population trends. This data is used to enhance programs, target outreach strategies and inform policy decisions. One of the most popular geographic levels is the Census tract. The City of Wilmington is broken up into 24 census tracts. To see which census tract you reside in, click here. How does a census tract become an NRSA?
Well, with the help of residents, businesses and other stakeholders, the City of Wilmington must craft a 5-year development strategy for eligible census tract areas and submit it to HUD for their approval. This means writing a proposal to HUD which explains 1) why the area needs flexible spending for projects, 2) what projects might benefit the neighborhood over the next 5 years and 3) How stakeholders will collectively ensure the projects are sustained and have a transforming effect on the community.
Is every Census Tract eligible for the NRSA?
Not every Census Tract is eligible for the NRSA designation. In order to qualify, the area must be primarily residential and have a very high percentage of residents (70%+) that receive "low to moderate income."
